Expands the definition of individuals whose personnel matters can be discussed in closed meetings to include independent contractors in park, recreational, or educational settings, and volunteers, in addition to employees and legal counsel.

Requires meetings to consider compensation increases for specific employees of public bodies subject to the Local Government Wage Increase Transparency Act to be held open to the public rather than closed.

Maintains existing exceptions to open meeting requirements for 35 categories of sensitive matters including litigation, security procedures, student discipline, real estate transactions, and medical peer review.

Specifies that exceptions to open meeting requirements are to be strictly construed and authorize but do not require closed meetings for enumerated subjects.

Takes effect upon becoming law.
