Creates the Post-Traumatic Stress Disorder Awareness Fund as a special fund in the State treasury to support K9s for Veterans, NFP for education and awareness of veterans with post-traumatic stress disorder.

Authorizes K9s for Veterans, NFP to issue decals for Universal special license plates with a $25 fee for original issuance ($10 to the PTSD Awareness Fund and $15 to the Secretary of State Special License Plate Fund) and $25 for renewal ($23 to the PTSD Awareness Fund and $2 to the Secretary of State Special License Plate Fund).

Establishes that Universal special license plates can be affixed only to passenger vehicles of the first division (including motorcycles and autocycles) or motor vehicles of the second division weighing not more than 8,000 pounds.

Requires authorized organizations issuing decals to comply with rules adopted by the Secretary of State governing requirements for approval of Universal special license plate decals.
