IL HB2145

Amends the School Code to require referendum approval from voters for all school construction projects begun after the effective date, regardless of funding source.

Defines "school construction project" to include acquisition, development, construction, reconstruction, rehabilitation, improvement, and installation of capital facilities for educational purposes.

Expands referendum requirements to cover projects funded by bonded indebtedness, tax levies, leased buildings, property sales, grants, gifts, or lease payments.

Requires referendum language to include a project description, estimated total cost, funding source, and any other relevant financial information.

Removes existing exemptions that previously allowed construction without referendum approval for certain leased buildings, property sales, or grant-funded projects.
