IL HB2148

Establishes reimbursement rates to support livable wages for front-line personnel in residential and day programs serving persons with intellectual and developmental disabilities, funded by State or Title XIX federal sources.

Requires direct support persons to earn a minimum base wage of $5.25 per hour above the highest applicable federal, State, county, or municipal minimum wage by July 1, 2019, with other front-line personnel earning commensurate wages.

Increases the base wage requirement for direct support persons to $6.75 per hour above the highest applicable minimum wage by July 1, 2021, with other front-line personnel earning commensurate wages.

Applies to intermediate care facilities for the developmentally disabled, medically complex facilities, community-integrated living arrangements, community day services, employment programs, and other residential and day programs for persons with intellectual and developmental disabilities.

Takes effect immediately upon becoming law.
