Establishes a new Class A misdemeanor offense for operating an uninsured motor vehicle that causes bodily harm to another person.

Imposes a mandatory $2,500 fine in addition to incarceration for persons with 2 or more prior convictions of uninsured operation or violations of insurance requirements.

Creates a Class 2 felony offense for third or subsequent uninsured operation violations that result in one or more deaths.

Allows first-time violators with no prior convictions to pay a $100 fine and receive court supervision if they provide proof of current insurance coverage at their court appearance.

Requires driver's license suspension for 3 months for uninsured operation violations, with additional 6-month suspensions for violations while suspended, and mandates a $100 reinstatement fee.
