Requires all Illinois public colleges and universities to develop annual mental health awareness sessions, integrate mental health curricula into courses, create dedicated mental health resource webpages, and implement online screening tools by 2023.

Mandates that resident assistants, advisors, and campus security complete Mental Health First Aid training or similar programs before beginning their duties.

Requires each institution to establish peer support programs utilizing trained student peers to support students with mental health conditions, following best practices including recovery model principles and standardized selection criteria.

Establishes a benchmark ratio of one clinical, non-student mental health staff member per 1,250 students through combination of on-campus services, off-campus linkage agreements with providers, and telehealth contracts.

Creates a Technical Assistance Center under the Board of Higher Education to develop standardized policies for medical leave, establish training standards, disseminate best practices, and monitor compliance across all public colleges and universities.
