IL HB2153

Establishes the Adoption Registry-Confidential Intermediary Advisory Council under the Department of Public Health and Department of Children and Family Services with two co-chairpersons (directors of each department).

Council membership includes representatives from the Attorney General's Office, certified confidential intermediaries, 22 named adoption-related organizations, 5 additional appointees, and program administrators serving as advisors.

Allows named organizations to withdraw or be replaced if they cease functioning, with the Directors designating replacement organizations representing the same constituency.

Council members serve without compensation and must meet at least semi-annually to advise on adoption registry operations, confidential intermediary program standards, training, statistical data collection, and post-adoption services.

Requires the two previously existing councils (Adoption Registry Advisory Council and Confidential Intermediary Council) to transfer their records to the new combined council and cease operations within 45 days of the effective date.
