Amends the Consumer Fraud and Deceptive Business Practices Act to define "rebate card" as a prepaid card issued to consumers who complete a rebate submission process for product or service purchases, redeemable at multiple unaffiliated merchants or ATMs.

Excludes payroll cards, gift cards, stored-value cards not issued as part of rebate programs, and single-merchant in-store credit from the definition of rebate cards.

Requires merchants and manufacturers offering rebates to conspicuously display and clearly disclose the rebate type, any applicable fees, and the form of remittance to consumers.

Prohibits offering rebates on rebate cards that charge dormancy fees or other post-issuance fees, with the exception of card replacement fees.

Classifies violations of these rebate card requirements as unlawful practices under the Consumer Fraud and Deceptive Business Practices Act.
