Requires natural gas public utilities serving more than 35,000 customers to submit annual pipeline facility information to the Illinois Commerce Commission with their Form 21 ILCC filing.

Utilities must report pipeline data including: length by installation year, diameter size and material composition, scheduled replacement years, newly installed pipeline lengths by category and purpose, construction costs by project, and reasons for construction activities.

Illinois Commerce Commission must submit an annual report to the General Assembly by October 1 each year containing utility pipeline data and evaluating the safety and reliability of Illinois's natural gas distribution system, including assessment of utility plans for obsolete pipeline replacement.

All utility reports submitted to the Commission and the Commission's annual report to the General Assembly must be made available to the public on the Commission's website.

First reports covering 2018 data must be submitted to the Commission in 2019; the Commission may adopt rules and request additional information as necessary to implement these requirements.
