Extends the repeal date of multiple Illinois regulatory acts from January 1, 2022 to January 1, 2023, including the Boxing and Full-contact Martial Arts Act, Collateral Recovery Act, and Medical Practice Act of 1987.

Delays the sunset date for the Cemetery Oversight Act, Crematory Regulation Act, Illinois Health Information Exchange and Technology Act, and Radiation Protection Act of 1990 from January 1, 2022 to January 1, 2023.

Postpones Next Generation 9-1-1 service implementation deadline from July 1, 2020 to December 31, 2021 and adjusts 9-1-1 surcharge rate caps for municipalities over 500,000 population, effective January 1, 2022.

Extends expiration dates for cable service and video service authorizations from December 31, 2023 to December 31, 2024, and delays repeal of the Cable and Video Competition Law from December 31, 2020 to December 31, 2021.

Modifies effective dates for the Mercury Thermostat Collection Act (repeal delayed to January 1, 2022), Transportation Network Providers Act (repeal delayed to June 1, 2021), and Mechanics Lien Act provisions (extended through December 31, 2021), and delays Article 5 of Public Act 101-221 from July 1, 2020 to March 1, 2021.
