Eliminates Class III highway designations from the Illinois Vehicle Code and consolidates highway classifications into Class I (interstate highways, expressways, tollways) and Class II (State highways and designated local roads with at least 11-foot lane widths).

Removes previous length restrictions on non-State highways by blanking out subsection (b) of Section 15-107, which had specified maximum lengths for truck tractor combinations and other vehicle types on those roads.

Updates Section 15-116 to require the Department of Transportation to maintain listings of Class I and Class II designated highways, and requires local agencies to report Class II designations; eliminates references to Class III highways.

Modifies Section 15-316 to allow Class II roadway designations by ordinance or resolution without requiring physical signs, but requires the designation be reported to the Department; maintains restrictions on vehicle operation and weight limits on other highways.

Repeals Section 11-214 of the Illinois Vehicle Code and updates various cross-references and effective dates related to highway designations.
