Expands the Illinois Veteran grant program to cover qualified veterans enrolled in private business and vocational schools, in addition to State-controlled universities and public community colleges.

Qualified veterans enrolled in private business and vocational schools must receive grants sufficient to pay tuition and mandatory fees for 4 years of full-time enrollment (including summer terms), but grant amounts cannot exceed the average tuition and mandatory fees for State-controlled university students.

Defines "qualified applicant" as a veteran who served in the U.S. Armed Forces, Reserve components, or Illinois National Guard, met Illinois residency requirements, received an honorable discharge, and returned to Illinois within 6 months of leaving active duty.

Requires the Commission to administer the grant program and determine application forms and requirements, with assistance from the Department of Veterans' Affairs in verifying applicant eligibility.

Takes effect immediately upon becoming law.
