HB2188 Summary

• Amends the School Code to expand social and emotional screening requirements included in required health examinations for students.

• Requires that social and emotional screening must include questions about a child's medical history pertaining to family mental health issues and any other matters that could impact the child's future mental health.

• Department of Public Health must develop rules and revise the Child Health Examination form by January 1, 2019, in consultation with school boards, pediatricians, educators, mental health experts, school principals, and relevant state agencies.

• Screening must use validated, age-appropriate tools and only record whether the screening was completed, following American Academy of Pediatrics recommendations and State Board of Education social and emotional learning standards.

• Takes effect immediately upon becoming law.
