HB2190 Summary: License to Work Act

• Renames the act the "License to Work Act" and removes suspensions of driving privileges for failure to pay fines and penalties resulting from toll violations, standing/parking violations, and theft of motor fuel.

• Restores driving privileges for individuals whose licenses were previously suspended or canceled for: mental disability determinations, violations of liquor control laws (when not in a motor vehicle), and unpaid parking/compliance violations.

• Narrows the grounds for license suspension/revocation by requiring "actual physical control" of a vehicle as an element for suspensions related to misdemeanor motor vehicle offenses and criminal trespass to vehicles.

• Modifies provisions regarding occupancy requirements for Liquor Control Act violations—suspensions now only apply if the person was an occupant of a motor vehicle at the time of the violation.

• Effective July 1, 2020; repeals Sections 6-205.2 and 6-306.7 of the Illinois Vehicle Code.
