• Amends the Court of Claims Act to require tort claims against the State and 10 public universities be paid from the General Revenue Fund instead of from individual university or academy budgets.

• Applies to the Board of Trustees of the University of Illinois, Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, Western Illinois University, and the Illinois Mathematics and Science Academy.

• Specifies that this applies to all tort claims where a similar cause of action would lie against a private person or corporation in civil court.
