HB2221 - No Taxpayer Funding for Abortion Act

• Prohibits state and local government from using taxpayer funds to pay for abortions, abortion coverage in health plans, or abortion referrals, except when a woman's life is endangered by pregnancy as certified by a physician.

• Amends the State Employees Group Insurance Act and Illinois Public Aid Code to exclude elective abortion coverage from health benefits programs authorized under those acts.

• Bars physicians convicted of willfully and wantonly performing abortion procedures on non-pregnant women from participating in the State Medical Assistance Program and disqualifies them from serving as vendors under the program.

• Requires written physician statements and medical opinions to accompany claims for reimbursement for abortions, induced miscarriages, or premature births.

• Amends the Problem Pregnancy Health Services and Care Act to restrict grants to nonprofit agencies that do not use funds to refer, counsel for, or perform abortions.

• Effective June 1, 2019, and applies to all state and local laws, preempting home rule authority.
