IL HB2239

Changes the Southern Illinois University Board of Trustees from one voting student member and one non-voting student member to two voting student members, one from each campus (Carbondale and Edwardsville).

Student members are selected through campus-wide student elections rather than gubernatorial designation, and both student members now have full voting rights on all Board matters except faculty tenure, faculty promotion, and direct conflicts of interest.

Maintains eligibility requirements for student members including Illinois residency, a minimum 2.5 grade point average, and full-time enrollment status throughout their term of office.

Removes the previous provision allowing advance payment of expenses to non-voting student members, as all student members are now voting members.

Board composition remains 7 gubernatorial appointees, the Superintendent of Public Instruction (or designee) serving ex-officio, plus the 2 voting student members.
