Amends Section 3-3-7 of the Unified Code of Corrections to modify conditions of parole and mandatory supervised release set by the Prisoner Review Board.

Adds exception to gang association restriction (paragraph 13) allowing associations related to community programs, worship services, volunteering, and pro-social activities with no evidence of criminal intent.

Changes language requiring parolees to "not knowingly" frequent places where controlled substances are sold or used (paragraph 12).

Specifies that high-level supervision subjects cannot be placed on electronic monitoring or detention unless required by law or expressly ordered by the Prisoner Review Board, and low-level supervision subjects have similar protections (paragraph 21).

Known as the "Free Meek Mill Act," addressing parole and release conditions for individuals under Department of Corrections supervision.
