Adds Article VII (Family Centers) to the Developmental Disability and Mental Disability Services Act to establish a community-based pilot program for mental health services.

Department of Human Services' Division of Mental Health shall fund development of pilot programs serving persons with or at risk for mental health diagnoses in underserved communities.

Funding supports local social media campaigns focused on mental health prevention and wellness promotion, with linkages to mental health services for uninsured and underinsured individuals.

Eligible providers must demonstrate ability to implement programs in high-need areas, offer comprehensive mental health services, collaborate with community systems, provide public education on mental health and suicide prevention, and employ mental health professionals in community settings.

Department of Human Services is authorized to adopt administrative rules necessary to implement the pilot program.
