Amends the Department of Commerce and Economic Opportunity Law to require the Department to award grants to local business groups to study small business concerns related to minimum wage changes.

Grants must be used to research the potential impact of phasing in a minimum wage increase to $15 per hour by calendar year 2023.

Grant recipients must submit annual reports to the Department detailing the impact of minimum wage increases on businesses of different sizes, including effects on business revenue and sustainability.

The Department must compile all reports and submit a comprehensive report to the Governor and General Assembly by January 1 of each year, with the first report due January 1, 2020.

The Act takes effect immediately upon becoming law.
