Replaces gender-specific pronouns and references with gender-neutral language throughout the Counties Code sections governing county clerk duties and operations.

Changes "his" to "the clerk's" and "him" to "the clerk" in sections covering county clerk election, oath, appointments, office operations, financial reporting, bonding, office hours, seal custody, deputies, record management, and general duties.

Updates language in Section 3-2013 by removing quotation marks from "The Local Records Act" reference for grammatical consistency.

Maintains all substantive duties and requirements of county clerk positions while modernizing statutory language to be gender-neutral.
