Requires the Illinois Department to develop a standardized format for all Medicaid managed care organization preferred drug lists by January 1, 2020, in collaboration with managed care organizations, HIV/AIDS organizations, epilepsy organizations, and community-based providers.

Mandates Medicaid managed care organizations post their preferred drug lists on their websites without access restrictions and publish updates at least 30 days before changes take effect, including changes to prior approval requirements, step therapy, or other utilization controls.

Establishes the Illinois Drug and Therapeutics Advisory Board by January 1, 2020, to provide recommendations on which drugs to list on the Department's preferred drug list.

Specifies the Board composition includes one pharmacist, four physicians, at least one HIV specialist clinician, at least one chronic disease specialist clinician, one Department clinician, and one psychiatrist, all appointed by the Governor for 3-year terms without compensation, plus one non-voting managed care representative.

Requires the Board to meet at least quarterly, provide public comment opportunities, comply with the Open Meetings Act, and include a rare disease specialist when reviewing drugs for rare diseases.
