Changes the state's obligation regarding Cooperative Extension Service funding from discretionary ("may") to mandatory ("shall") in making annual appropriations for matching funds and general support to counties.

Establishes tiered county funding caps ranging from $54,400 for counties under 10,000 inhabitants to $583,000 for counties with 1,000,000 or more inhabitants, with the county responsible for 50% of total extension program costs.

Allows county appropriations to be reduced by private gifts, grants, or fair market value of office space provided to the Cooperative Extension Service.

Requires the University of Illinois Director of Extension to submit an annual report by October 15 to state agricultural and legislative leadership detailing county funding needs for the next fiscal year.

Takes effect upon becoming law.
