Amends the State Comptroller Act to require quarterly reports from State agencies on funds held outside the State Treasury, including receipts, collections, bond proceeds, gifts, grants, and disbursements.

Requires the Comptroller to make annual fiscal reports available on the Comptroller's website rather than presenting them directly to legislative leadership, and modifies employee salary reporting to list county of residence instead of voting address.

Establishes a requirement for county clerks to notify the Comptroller within 60 days of the creation or dissolution of any local government unit or school district for registry purposes.

Modifies contract approval requirements in the State Finance Act to require signatures or approvals from the chief executive officer, chief legal counsel, and chief fiscal officer for contracts of $250,000 or more in a fiscal year.

Amends the Illinois Pre-Need Cemetery Sales Act to allow Cemetery Consumer Protection Fund monies to be used for receiver expenses and court-ordered receiverships, and removes the June 30, 2004 date limitation on receiver's fees.
