Prohibits smoking in a motor vehicle when a person under 18 years of age is present, regardless of whether windows are open or the vehicle is in motion or at rest.

Defines "smoke" to include inhaling, exhaling, burning, or carrying a lighted cigarette, cigar, pipe, weed, plant, regulated narcotic, or other combustible substance.

Exempts sole occupants of a vehicle from the prohibition.

Prohibits police officers from stopping, detaining, or searching a vehicle or its occupants solely for a violation or suspected violation of this section.

Establishes violations as petty offenses punishable by a fine not exceeding $100 for first offense and $250 for second or subsequent offenses.
