Allows school boards to discontinue instructional mandates by publicly adopted resolution if state payments to the district are delayed for at least one payment cycle.

Defines "instructional mandate" as any state law requiring school districts to devote time to instruction of specific subjects or courses.

Prohibits discontinuance of requirements in Sections 27-5, 27-6, 27-7, 27-22, and 27-24 through 27-24.8 of the School Code, even during payment delays.

Requires school districts to provide students with information about discontinued instructional mandates upon request.

Authorizes the State Board of Education to adopt rules necessary for implementation of these provisions.
