IL HB2281

Prohibits abortion based solely on fetus's race, color, national origin, ancestry, sex, Down syndrome diagnosis, or other disability; violators subject to disciplinary sanctions and civil liability for wrongful death.

Requires physicians to inform pregnant women of perinatal hospice services at least 18 hours before performing abortion on fetus diagnosed with lethal fetal anomaly, and provide written materials about available services and providers.

Mandates abortion reports to Department of Public Health include fetus gender (if detectable) and whether fetus diagnosed with or has potential diagnosis of Down syndrome or other disability.

Establishes Department of Public Health must develop perinatal hospice brochure and maintain list of providers, with rules to be adopted within 90 days of bill's effective date.

Amends Illinois Human Rights Act to classify abortion performed solely based on fetus's race, color, sex, disability, national origin, or ancestry as unlawful discrimination; pregnant woman cannot be prosecuted for violations.
