Requires units of local government and school districts with operating budgets of $1 million or more to maintain an internet website posting 14 categories of public information including budgets, ordinances, contracts over $25,000, employee compensation, and meeting agendas and minutes.

Mandates posting of regular meeting materials at least 72 hours in advance and special/emergency meeting materials at least 24 hours in advance, with meeting minutes posted within 72 hours of approval.

Allows citizens residing in the jurisdiction to bring mandamus or injunction actions to compel compliance, with courts able to impose penalties and award attorney's fees.

Requires financial data updates at least monthly with RSS feed capability and allows compliance through posting to the Illinois Transparency and Accountability Portal or linking to other entities' websites.

Prohibits home rule units from adopting less restrictive posting requirements and exempts implementation costs from state reimbursement under the State Mandates Act.
