HB2286 - No Taxpayer Funding for Abortion Act

• Prohibits state and local governments from using public funds to pay for abortions, cover health plans including abortion coverage, or refer for abortions, except when a woman's life is endangered as certified by a physician.

• Amends the State Employees Group Insurance Act to exclude elective abortion coverage from state employee health benefit programs, except in life-threatening medical situations.

• Modifies the Illinois Public Aid Code to exclude abortion coverage from medical assistance programs and requires written physician statements accompany claims for abortions, induced miscarriages, or premature births.

• Prohibits physicians convicted of willfully and wantonly performing abortion procedures on non-pregnant women from participating in the State's Medical Assistance Program and employee health insurance programs.

• Amends the Problem Pregnancy Health Services and Care Act to restrict grant funding to nonprofit agencies that do not use funds to refer, counsel for, or perform abortions; preempts home rule authority on this matter.
