IL HB2295

Amends the Illinois Aeronautics Act to grant the Department of Transportation exclusive authority to adopt rules regulating unmanned aircraft systems in the state.

Prohibits local governments and home rule units from enacting ordinances or resolutions to regulate unmanned aircraft systems, except for municipalities with more than 1,000,000 inhabitants.

Defines "unmanned aircraft" as a device operated without direct human intervention and "unmanned aircraft system" as the aircraft plus its communication links and control components.

Requires Department of Transportation rules to address safe and legal operation of unmanned aircraft systems while allowing operators the least possible restriction consistent with safety and compliance with federal regulations.

Takes effect immediately upon becoming law.
