HB2313 - Illinois Violence Reduction Funding Act of 2019

• Creates a grant program administered by the Department of Human Services to fund community-based violence reduction programs in high-poverty, high-crime communities.

• Eligible organizations must be private not-for-profit entities serving communities with unemployment rates at least 26% above the state average, violent crime rates at least 10% above the state average, and very low-income populations.

• Funded programs must provide at least one of 14 services including youth services, trauma-informed counseling, job readiness training, public awareness campaigns, street-level outreach, and violence prevention.

• Grant applications must include implementation requests, applicant qualifications, descriptions of educational and job training activities, detailed budgets with fiscal controls, and documentation of partnerships and in-kind contributions.

• Department of Human Services must submit annual reports to the General Assembly by December 31 of each year beginning in 2019, detailing program costs, participant numbers, and average cost per participant.
