Amends the Agricultural Fair Act to require county fairs to file fiscal accounting reports by December 31 of each year to qualify for premium reimbursements from the Department of Agriculture.

Maintains the existing October 15 deadline for fairs to postmark or file fiscal accounting reports with the Department regarding expenditure of grant monies received under Section 10.

Fairs that fail to file or postmark fiscal accounting reports by the December 31 deadline shall be ineligible to receive premium reimbursements from the Department for that year.

Requires fiscal accounting reports to include a sworn statement of actual cash premiums paid, along with itemized premium lists, published premium information, and verified receipts and expenditures.
