Amends the Hospital Licensing Act to prohibit hospital employment agreements from containing restrictive covenants or non-compete clauses that prevent physicians from immediately continuing to practice medicine in the same field and geographic area after leaving employment.

Requires hospitals and affiliates to ensure employed physicians sign an acknowledgment that employers will not unreasonably control or interfere with the physician's professional judgment in providing patient care.

Mandates hospitals establish an independent review process where non-employed physicians review alleged violations of the Act and provide findings within 30 days.

Prohibits retaliation against physicians who request a hearing or review, except in cases where medical staff bylaws authorize summary suspension.

Allows aggrieved physicians to seek injunctions or reinstatement through court action and permits the Department of Public Health to enforce provisions against hospitals and their affiliates.
