Final adoption orders can only be overturned by courts if fraud is committed by the adoptive party; no other grounds for reversal are permitted.

Department of Children and Family Services (DCFS) must file a petition to revoke its adoption consent within 60 days of the adoption petition filing and submit a formal report to the court within 30 days, or the court shall dismiss the petition.

Once an adoption order becomes final, DCFS is fully bound by the order and cannot later challenge the validity of the adoption proceedings.

If DCFS withdraws or revokes consent to adoption or appeals an adoption order, the court must order DCFS to reimburse adoptive parents and other interested parties for all adoption expenses including medical and legal fees.

DCFS is barred from filing any motion or petition to vacate a final adoption order or revoke adoption consent.
