HB2336 Summary

• Secretary of State shall implement a pilot program for digital electronic license plates limited to no more than 1,000 commercial vehicles used for hire or commercial purposes.

• Program purposes include providing law enforcement with accurate temporary use information, reducing license plate abuse, enabling dynamic plate numbering with expiration dates, and supporting commercial vehicle sharing and ride-sharing platforms.

• Secretary must contract with a private vendor by December 31, 2019, with vendor paying all implementation costs and retaining 100% of temporary use fees until recovering upfront costs, then sharing 50% of subsequent fees with the State.

• Vendor must cross-check motor vehicle records and the Global Terrorist Watch List before issuing temporary plates, and applicants must purchase temporary use insurance through the vendor before receiving authorization.

• Secretary shall submit a report to the General Assembly by January 1, 2021, evaluating program operations, potential revenue expansion, security/reliability, cost savings, and recommendations for future digital license plate use.
