Establishes licensure requirements for naturopathic physicians in Illinois, including graduation from an approved naturopathic medical program with at least 4,200 hours of graduate-level training and successful passage of the Naturopathic Physicians Licensing Examinations (NPLEX) or equivalent examination.

Expands the Medical Licensing Board from 7 to 8 members and the Medical Disciplinary Board from 11 to 12 members to include one naturopathic physician on each board.

Allows naturopathic physicians licensed in other states or countries to obtain licensure by endorsement if their educational requirements are deemed substantially equivalent to Illinois requirements.

Makes conforming changes across multiple Illinois statutes to recognize naturopathic physicians as licensed health care providers in contexts including school sick leave certification, geriatric medicine programs, insurance coverage, and health care arbitration.

Clarifies that naturopathic physicians cannot prescribe drugs and establishes disciplinary grounds specific to violations of the naturopathic medical practice provisions.
