Amends the Probate Act of 1975 to establish that persons with disabilities retain the right to receive visitors, telephone calls, and personal mail unless specifically limited by court order.

Allows courts to issue orders granting guardians power to enforce or directing guardians to allow the respondent's right to receive visitors, telephone calls, and personal mail.

Requires courts at guardianship hearings to inquire into the recent history of family care and visitation, including any isolation of the respondent from long-time family members who were frequent visitors or caregivers.

Directs courts to consider any history of a proposed guardian unreasonably isolating the respondent from close family members during guardian selection.

Permits courts at initial hearings to enter orders providing immediate visitation rights to adult children, spouses, grandchildren, or siblings of the respondent who allege their visitation is being unreasonably denied.
