Adds new ground for driver's license suspension: violation of subsection (b-5) of Section 12-610.2 (aggravated use of electronic communication device) resulting in great bodily harm, permanent disability, or disfigurement results in 12-month driving privilege suspension.

Defines aggravated use of electronic communication device as using a device while operating a motor vehicle and being involved in an accident that results in great bodily harm, permanent disability, disfigurement, or death where the violation is a proximate cause of the injury or death.

Establishes minimum fine of $1,000 for violation of aggravated use of electronic communication device, in addition to existing fines for standard violations ($75 first offense, $100 second, $125 third, $150 fourth or subsequent).

Makes violation of aggravated use resulting in great bodily harm, permanent disability, or disfigurement a Class A misdemeanor and violation resulting in death a Class 4 felony.

Effective date: July 1, 2020.
