Amends the Public Utilities Act to require a referendum for large public utilities to acquire water or sewer utilities owned by the State or political subdivisions, replacing the previous requirement of only a public meeting and newspaper publication.

Referendum must be placed on the ballot at the next election following the public meeting and notice, with electors in the utility's service area voting on whether to approve the acquisition.

Acquisition may proceed only if a majority of electors voting on the referendum vote in favor; if less than a majority vote in favor, the Illinois Commerce Commission must deny the acquisition.

Referendum ballot must identify the acquiring utility and acquired utility by name and reference the published terms of acquisition, with votes recorded as "Yes" or "No."

Takes effect immediately upon becoming law.
