Creates the Experimental Aircraft Association Fund as a special fund in the State treasury to receive fees from aviation enthusiast special license plates.

Authorizes the Illinois chapters of the Experimental Aircraft Association to issue decals for Universal special license plates, with $10 of the $25 original issuance fee and $23 of the $25 renewal fee directed to the Experimental Aircraft Association Fund.

Allows the Secretary of State to issue Universal special license plates to Illinois residents on behalf of authorized organizations, with decals affixed to plates and fees collected during vehicle registration.

Specifies that money in the Experimental Aircraft Association Fund shall be distributed by the Secretary of State as grants to promote recreational aviation, subject to appropriation by the General Assembly.

Establishes the effective date as upon the bill becoming law.
