Amends the Animal Welfare Act Section 3.6 regarding stray dog and cat acceptance procedures at animal shelters.

Allows animal shelters to release stray dogs or cats to rescue group facilities for medical care during the local ordinance hold period if the shelter cannot provide that care.

Requires animal shelters to scan stray animals for microchips and identification within 24 hours of intake and again before transfer, adoption, or euthanasia.

Mandates animal shelters notify owners of stray animals at least 7 business days before disposal and attempt contact through microchip information, phone, email, and mailed notice.

Establishes that animal shelter representatives cannot enter private property to remove animals without owner permission, except for approved humane investigators operating under the Humane Care for Animals Act.
