IL HB2425

Adds Section 5.6 to the Illinois Endangered Species Protection Act exempting permits for incidental taking on land subject to federal Candidate Conservation Agreements or Candidate Conservation Agreements with Assurances approved by the U.S. Fish and Wildlife Service.

Exempts covered conservation practices conducted under federal programs authorized by Section 7 of the Endangered Species Act of 1973 from requiring state incidental taking permits.

Removes the requirement for "notice or public hearing" when species designated as endangered or threatened by the federal government are automatically listed under Illinois law.

Requires the Board to immediately publish notice and conduct an informational hearing within 14 days when a federally-listed species is automatically added to the Illinois list.

Maintains public hearing requirements for listing, delisting, or status changes of non-federally listed species, with notice published at least 7 days before the hearing.
