• Mandates the Department submit annual reports to the General Assembly detailing psychotropic medication administration, including data on youth demographics, medications prescribed, prescribing physicians, and guardian consent status.

• Adds ground for disciplinary action against physicians: repeated acts of clearly excessive prescribing, furnishing, or administering psychotropic medications to minors without good faith prior examination and valid medical reason.

• Requires the Department to maintain records for each youth including medications prescribed, consent dates, prescriber information, diagnoses, and weight.

• Allows the Department to contract with pediatric psychiatrists to review prescribing data and analyze prescribing patterns by population.
