Capital Development Board and Department of Transportation must implement pilot programs by January 1, 2021 requiring select construction contracts to include provisions for direct state payment to subcontractors when work is performed and accepted.

Contractors must deliver proper bills or invoices for each subcontractor to the state agency, which will then pay subcontractors directly under the pilot program provisions.

State Prompt Payment Act provisions regarding contractor-to-subcontractor payments do not apply when construction contracts contain direct payment provisions under the pilot program.

Amends existing procurement code to require disclosure of subcontractors with annual contracts exceeding $50,000, including their names, addresses, work types, and expected payment amounts.
