Authorizes the Illinois Department of Veterans' Affairs to issue "In God We Trust" special license plate decals under the universal special license plates program.

Sets fee structure for the decals at $26 for original issuance and $26 for renewal, with fees distributed to the Illinois Veterans' Homes Fund and Secretary of State Special License Plate Fund.

Allocates $11 of each original issuance fee and $24 of each renewal fee to the Illinois Veterans' Homes Fund.

Allocates $15 of each original issuance fee and $2 of each renewal fee to the Secretary of State Special License Plate Fund.

Amends the Illinois Vehicle Code (625 ILCS 5/3-699.14) to add the Department of Veterans' Affairs as an authorized organization for issuing universal special license plate decals.
