Amends the Property Tax Code sections 11-155, 11-160, and 11-165 regarding qualifying water treatment facilities.

Changes certification requirement so that qualifying water treatment facilities must provide proof of a valid facility number issued by the Illinois Environmental Protection Agency to the Department of Revenue.

Removes the previous approval procedure that required applications to be filed with the Department of Natural Resources and eliminates the Director of Natural Resources' authority to issue certificates.

Retains language regarding the effective date of certificates, which shall be January 1 preceding the date of certification or preceding the date construction or installation of the facility commences, whichever is later.

Corrects a technical reference in judicial review provisions to assign appeals regarding water treatment facility certificates to the Department of Revenue rather than the Department of Natural Resources.
