Task Force on State Contracting with Private Nonprofit Human Service Providers studies and develops recommendations to improve contracting relationships between State departments and private nonprofit human service providers in child care, child welfare, mental health, developmental disabilities, and other services.

Task Force shall review and collect data on service system planning, contract negotiation, reimbursement rate methodologies, monitoring of service and administration, business processes, and timely payment procedures.

Task Force membership consists of 28 appointed members (7 each from President of Senate, Senate Minority Leader, Speaker of House, and Minority Leader of House), plus ex officio members from relevant State agencies and 2-3 members representing research and fiduciary analysis organizations.

Preliminary report due to Auditor General, General Assembly, and Governor no later than October 1, 2020, with final report including recommendations and proposed legislation due by January 1, 2021.

Task Force is dissolved on January 1, 2022, and the enabling Act is repealed on the same date (extended from original January 1, 2021 repeal date).
