Amends the Environmental Protection Act to establish a pilot project allowing plastics pyrolysis or gasification facilities in Will County or Grundy County, provided permitting and construction commence before July 1, 2025.

Defines "plastics gasification facility" as a manufacturing facility that processes uncontaminated plastics using heat in an oxygen-deficient atmosphere to produce fuels, chemicals, or chemical feedstocks.

Defines "plastics pyrolysis facility" as a manufacturing facility that processes uncontaminated plastics using heat in the absence of oxygen to produce fuels, chemicals, or chemical feedstocks.

Classifies uncontaminated plastics processed through these facilities and returned to economic mainstream as recycled materials not subject to regulation as waste, to the extent allowed by federal law.

Authorizes the Illinois Environmental Protection Agency to establish rules for feedstock standards, feedstock management, and other requirements necessary to implement the pilot project; the Section automatically repeals if permitting and construction have not commenced by July 1, 2025.
