Creates two new special funds in the State treasury: the Guide Dogs of America Fund and the Mechanics Training Fund.

Authorizes the International Association of Machinists and Aerospace Workers to issue Universal special license plate decals with an original issuance fee of $35 ($20 to Guide Dogs of America Fund, $15 to Secretary of State Special License Plate Fund) and renewal fee of $25 ($23 to Guide Dogs of America Fund, $2 to Secretary of State Special License Plate Fund).

Authorizes Local Lodge 701 of the International Association of Machinists and Aerospace Workers to issue Universal special license plate decals with an original issuance fee of $35 ($10 each to Guide Dogs of America Fund and Mechanics Training Fund, $15 to Secretary of State) and renewal fee of $30 ($13 to Guide Dogs of America Fund, $15 to Mechanics Training Fund, $2 to Secretary of State).

Designates Guide Dogs of America Fund moneys to be paid as grants to International Guiding Eyes, Inc. (doing business as Guide Dogs of America) and Mechanics Training Fund moneys to be paid as grants to Mechanics Local 701 Training Fund.
