Board of Higher Education must develop a 4-year western civilization bachelor's degree program by December 31, 2020, in collaboration with the Illinois Community College Board and State Board of Education.

Students must complete year one in high school, years two and three at a public community college in Illinois, and year four at a public university in Illinois.

Curriculum must include course instruction on philosophy, literature, history, art, and architecture from various periods of western civilization.

Student enrollment cost may not exceed $20,000 for the entire 4-year program period.

Universities with postgraduate degree programs must accept a western civilization degree to satisfy bachelor's degree requirements for graduate program admission.
